If the taxpayer does not furnish an assessment to the Tax Collector within 30 days after date of such last written request, the Tax Collector shall proceed with the proceeding to collect the assessment, including a lien on such assessments, for failure to make such payment within the time specified. Such assessment shall become a lien against the real estate of the taxpayer and any additional liens on such assessment are enforceable against the taxpayer. The taxpayer may cure any assessment in the manner herein provided. Any assessment due on a property due to change in use shall remain in force until fully paid in full.
